Get circulation items out receipt URL

GET /api/.../receipts/url?receipttype=itemsout&patronid={id}

Returns an URL of items out receipt template file

receipttype String Yes Possible value is "itemsout"
patronid Integer Yes The unique id assigned to the patron.
